There was a company called Terrain Werks which sold PDF's of some nice models. I think they are defunct.
You may also want to look at Fidelersgreen. ORG. Mostly aircraft, They have a huge collection.
Paper Terrain combines well with 3D printing; in that it can be sold by digital download. Shipping is a major buzzkill.
